Westbury Incinerator application

Subject: Incinerator - Letter Cllr Howard Greenman Chair Wiltshire Strategic Planning Committee

Dear Howard,

I refer you to the letter from Gavin Devine dated 12 Apr 22 to Stategic Planning Committee members on behalf of Arla Foods regarding the troublesome NREL Westbury incinerator application. It is most compelling.

Arla makes, among other things, Anchor butter at Westbury and is a signature Westbury business. The undertaking is unique in the UK turning a highly perishable product into consumables that have a shelf life. Therefore, if there is taint from NREL's plant next door - noting as Mr Devine does Hills' recent history with failing to deal with odour properly ruining many of my constituents' summer - and the factory is temporarily closed much of the UK's milk will have to go down the drain. 

It would be extraordinary if an authority in a county in which farm business, including dairy, is  very significant should entertain a risk like this for one moment. I put it on notice that, in the event that any incinerator you permit closes Arla down, I will swiftly bring to public attention the identity of the authority that chose to take a permissive position contrary to NPPF and contrary to the more circumspect position taken by similar planning authorities even prior to the new targets contained in DEFRA's consultation document of 16 Mar 22. 

I note, incidentally, that the committee has chosen to embark upon its determination without awaiting the result of the consultation which seems to me imprudent. Nevertheless, government intent is very clear in the targets it published on 16 Mar. I submit that your committee must take that roadmap into account at its meeting on 20 Apr or explain in plain terms why it has chosen not to.

There is very considerable public interest in the incinerator application. Consequently, I am posting relevant correspondence, including this, on my website.
